England was a society dominated by children. During the reign of Queen Victoria one out of three of her servants were under the age of fifteen. Child labor was a prominent issue, because there were no systems to ensure the safety of children. During the start of the industrial revolution, there was a â€Å"high demand† for labor (Robson 53). Many families moved from rural areas to new, industrialized cities. After a while things weren’t looking as â€Å"promising† as they did before (Boone 23). In order to maintain, families had to put almost all of their family members to work. This led to a rise in the number of child labor. Children living in the country worked on farms or in cottage industries, while children living in the city â€Å"sold matches and swept street crossings†. Child labor was not new, but as industrialization grew it became more prominent, as tattered children crowded the streets. The working conditions in coal mines and chimney sweeps were dangerous in numerous ways. For example the darkness in the mines sometimes caused â€Å"permanent sight problems† due to constantly straining the eyes (Garlitz 67). Many children worked endless hours under dreadful circumstances. Unsuccessful laws to control the work of children in factories were passed after â€Å"uncompromising confrontation†(Boone 34). Children who worked in mines were also troubled with spinal deformities caused by continually walking stooped over in order to fit through the tight spaces offered by the mines, and there was always the fear of explosions. Another prominent health issue, found in children who worked in the chimneys was respiratory issues brought on by the â€Å"consistent inhalation of thick, dusty air†(Garlitz 68-69). Because of the lack of safety awareness, death was always a possible fate of the children working during this time period.
